PUBLIC FINANCE-WEALTH FUND RELATION: OPPORTUNITY OR THREAT FOR TURKEY
Abstract
One of the topics that has been on the agenda for the last few months in Turkey and has
created quite controversy has been the Turkey Wealth Fund. Wealth funds, which are established on
the basis of investing in various financial assets and increasing their incomes, are generally composed
of budget surplus. Especially hese funds are very common in natural resource exporter countries.
Considering the characteristics of countries with wealth funds and the problems experienced in funds
in the past years, it is a matter of debate whether Turkey will be able to make a profit from it. In this
context, the scope and objectives of the Turkey Wealth Fund will be examined after the concept of the national wealth fund is explained in detail in the context of world examples, and an assessment will be
made by considering the possible effects and possible outcomes on public finance. For a sound,
sustainable and successful public finance, we will try to find out whether the asset fund is an
opportunity or a threat.
