General Directorate of Social Assistance (GDSA) which is the most important social assistance organization in Turkey is supporting poor, desolate and handicapped people who need assistance and also supporting unemployed and untrained people with employment focused vocational educations and project supports. The subject of this study is, poor oriented social policies implemented by GDSA, with the coordination of “Social Assistance and Solidarity Foundations” which are approximately one thousand or more. For this reason, in our study firstly the concept of poverty will be examined and after the poverty statistics of Turkey will be dealed. After all, social policies (social assistance) carried out by GDSA will be discussed in subtitles such as; “family benefits”, “medical benefits”, education benefits”, “assistance for handicapped people” and “benefits for special purposes”. In the last part of this study, social policies held by Van Social Assistance and Solidarity Foundation for the people in the need of assistance will be dealed, by the reason of GDSA is carrying out its operations in province and districts by the mediation of Social Assistance and Solidarity Foundations.
