Abstract

In recent years classical political democracy has been replaced by economic and social
democracy. In this age’s democracy refer to the different instruments to reduce the economic and
social inequality and provide social justice. Government implements income redistribution by the way
of public expenditures and public revenues. The most effective tool for this propose is tax policy.
Although, essential role of the taxes is seemed as the finance of public spends, it is a reality to use the
taxes for social aims. The use of taxes as a tool to change the distribution of the income and wealth
serve for the management of economic and social politics. In addition to tax-based income support
proposals, income support programs based on direct income transfers, such as basic income
programmes, are also an extremely important social protection tool in the context of welfare state
approaches. One of the most important requirements of being a welfare state is to provide minimum
income guarantee to people by means of public expenditure, tax system and social protection systems.
Today, the main reason for the intervention of the state with various means towards fair distribution of
income is struggle with poverty. From this point of view, this study contains the theoretical evaluation
of income support programs that can be used in combating poverty.
