MASS MIGRATION MOVEMENTS AND TURKEY

Abstract

The greatest mass migration that came out after the Second World War emerged in 2011 due to the
clash that began on the Syrian soil. Turkey has been one of the most affected countries which by this
population movement both because of its foreign policy and because it is the neighbor of Syria.
Unlike the provisions of the 1951 Geneva Convention, Turkey uses the legal sense of "temporary
protection" status for the migration waves from Africa, Asia and the Middle East. The reason for
giving "temporary protection" status to persons instead of refugees is based on the idea that the
extraordinary conditions in the country will be the end of and they will return to the origin country.
However, the continuation of the war in Syria since 2011 and the uncertainty about when it will end
will increase the socio-economic costs created by the people under temporary protection in Turkey
day by day.
During the meeting of rising costs, Turkey has been left alone by the international community and the
financial supports promised to it have not been fully conveyed to Turkey. For this reason, Turkey has
begun a number of efforts to bring individuals who are under temporary protection into society. One
of the most important examples of these arrangements is the granting of citizenship to qualified
immigrant. However, it is extremely important that such arrangements should be made quickly and
that not only for qualified immigrants but also for all the people who are under "temporary
protection".
Within the scope of our study, studies on the effects of mass migration from Syria to Turkey have been
examined. In this framework, 32 studies were subjected to content analysis. In the content analysis,
236 codes were obtained and 74 themes were reached from these codes. These themes are grouped in
terms of the strengths and weaknesses of Turkey has and the opportunities and threats by Syrian
migrants.
In the study, Turkey was subjected to negative and multidimensional influences of the Syrian
migration, and a number of legal and structural measures had to be taken immediately to correct this
negative impact. It is also thought that discussing the idea of integration rather than a policy based on
the idea of return back to Syria will be more effective in solving the problems arising.
