Abstract
The aviation sector is characterized by high operational risks and extremely low tolerance for errors. Ensuring safety in this sector is not limited to technical systems but is also directly associated with human factors and leadership practices. Particularly in operational environments that require high levels of reliability, the interaction between individual behaviors and organizational processes plays a significant role in determining safety outcomes. In this context, the aim of the present study is to develop a conceptual model that explains the mechanisms through which safety leadership influences safety performance and safety behavior. The study was conducted using an integrative literature review approach, and the relationships between safety leadership and safety outcomes were analyzed within the frameworks of Social Exchange Theory and the Safety Management System. The conceptual insights derived from the literature indicate that the influence of safety leadership on safety outcomes exhibits a multi-layered structure. The proposed model moves beyond a unidimensional perspective of safety leadership and evaluates it through multi-level and complementary mechanisms. In this regard, the model demonstrates how safety awareness, safety climate, and reporting culture operate together and shows that safety outcomes are shaped not only by the direct effects of leadership but also by the interaction of organizational and individual processes. In particular, the inclusion of safety awareness and reporting culture in the model enables a holistic examination of these two important dimensions, which have received relatively limited attention in the existing literature. Accordingly, the study contributes to a more systematic and proactive understanding of safety management practices in aviation while providing a theoretically grounded and testable framework for future empirical research.

İhsan Akca, Devlet Hava Meydanları İşletmesi Antalya Uluslararası Havalimanı'nda Hava Trafik Kontrolörü olarak görev yapmaktadır. 2021 yılında Sakarya Üniversitesi Siyaset Bilimi ve Kamu Yönetimi alanında doktorasını tamamlamıştır. Liderlik, havacılık, kamu politikaları, emniyet yönetim sistemleri alanında bilimsel eserleri mevcuttur.
